Sometimes buildings or programs close temporarily due to budget problems, and reopen a short time later. But as with the community center inside the former Gray library, many close temporarily and never reopen. In such cases as these, items get left behind as the property gets tied up in foreclosures or legal disputes. Parts of the library are still untouched after more than 15 years of vacancy.
