Higgins Elementary is on the wrong end of a tug-of-war with Detroit's scrappers. The anti-vandal paneling is torn off every few weeks, replaced, and then torn off again.

The school's enrollment declined only slightly from 2001 to 2006 - 10% - but at only half of its capacity, was considered underutilized.
